The Animal Welfare Law , which comes into force next week, introduces new features such as the mandatory nature of civil liability insurance to prevent damage to third parties . This is a positive measure, confirms the Royal Canine Society of Spain (RSCE), because it will protect owners against possible accidents involving their dogs, but it will not be applied until the standard is developed.
Economist & Jurist explained a few days ago how insurance of this type could be managed, insurance that would cover possible damages that the animal causes to third parties. However, the lack of a regulatory development of that article of the law that would regulate its implementation at a time when there is a Government in office means that the obligation to have it is postponed for the moment , as well as the training course for tenure. of dogs.
In a note from the Ministry of Social Affairs Fax Lists and Agenda 2030 it is indicated that, for dogs considered potentially dangerous , the specific regulations for this type of dog require that “the minimum civil liability insurance coverage be at least 120,000 euros ”. It also mentions that this policy is already mandatory in some autonomous communities and in some localities due to their respective regulations.
Despite the delay, the animal welfare law already establishes that civil liability insurance for dogs must be contracted and maintained “ for the entire life of the animal .” In addition, the policy coverage will include “the persons responsible for the dog, for anamount sufficient to cover the possible resulting expenses.”
Consequently, all people who own a dog , regardless of its breed and size, will have to take out this type of insurance. Until it comes into force, this policy is only necessary for dogs of breeds considered potentially dangerous.
This suspension has opened the rumor mill in the sector. In fact, it seems that the offer of this type of insurance on the market is not very wide . It even seems that many insurers were not very convinced about launching this insurance without knowing what to expect, without that Regulation that still does not exist.
